Gardiner Resort Area District Minutes of the Regular Meeting – July 13, 2021
Chair Parks called the meeting to order at 7:03 PM. All members were present, including the Administrative Manager; Rosie Barndt, CPA was present via Zoom; no members of the public were present.
Administrative Manager Bush presented the June meeting minutes. Vice-Chair Dalling moved to approve the June minutes. Secretary/Treasurer Stone seconded the motion. All voted in favor; none opposed. Motion passed.
Administrative Manager Bush presented the current expenses and financial reports for the month. Secretary/Treasurer moved to approve the current expenses and financial reports. Director Fuhrmann seconded the motion. A discussion was held concerning Quick Books and Hostgator fees. All voted in favor; none opposed. Motion passed.
In Old Business, a discussion was held regarding large hotel accounts that submit without detailing revenue earned at the 3% rate versus revenue earned at the 4% rate. Rosie Barndt, as the district’s accountant joined the discussion of this scenario. Generally, it is up to the business to provide the tax district with required information provided to make allocations of their resort taxes. If they do not, the Board has two options they can follow and remain compliant with the Ordinance. Option 1 would be to allocate the total amount remitted by the 4% calculations. Option 2 would be to go back to the business and insist on more guidance, percentage breakdowns from them. Rosie emphasized that it is never an option for the District to decide percentage breakdowns.
Next in Old Business, the Board discussed collections and delinquent account procedures. Admin Manager Bush presented the Board with a draft policy. A discussion was held, edits suggested, and a second draft will be ready at the August meeting. It was decided to make the collections procedure stated in the Ordinance 2015-1 more prominent on the district website. The Board agreed that “late” is clearly defined in the Ordinance and our procedures for handling delinquency will not re-write it. All the same procedures are still in place; invoices with late fees & interest, Demand for Payment letters and bringing accounts to legal counsel for collection. A consistent timeline for the Admin Manager is what needs to be clarified.
Finally, a discussion was held regarding new businesses in town. Admin Manager Bush gave out “welcome packets” that Board members can pass along when they learn of a new business.

The next regular meeting will be held on Tuesday, August 10, 2021, at 7:00 PM, upstairs at the Gardiner Chamber office. Director Gerdes moved to adjourn the meeting at 8:08 PM. Director Fuhrmann seconded the motion. No discussion was needed; all voted in favor; none opposed. Motion passed.
