Chair Parks called the meeting to order at 7:03 PM. All members were present, including the Administrative Manager; no members of the public were present.
Administrative Manager Bush presented the June meeting minutes. Vice-Chair Dalling moved to approve the June minutes. Secretary/Treasurer Stone seconded the motion. No discussion was needed; all voted in favor; none opposed. Motion passed. Administrative Manager Bush presented the current expenses and financial reports for the month. In Old Business, Chair Parks updated the Board regarding SB-241, stating that the ballot language is not finished yet. Secretary/Treasurer Stone updated the Board on her discussion with Maritza from the Park County elections office and the guidelines the District can proceed with:
Resort Tax Board has a choice of using a special ballot or the general election
Ballot to propose the 1% tax to the Gardiner district voters. Either option requires the ballot language to include the tax rate, the duration of the tax, and the effective date; including both language for and against the measure
A Special ballot would cost the District $1000 plus return postage of $0.50 per ballot and requires the Resort tax board to pass a resolution calling for an election with an attachment of the actual ballot language; then, send this immediately to Maritza and the election would be 85 days later
Using the General election, the District would pay about $200 if the ballot language caused the ballot to go onto an additional page, otherwise there is no charge; ballot language would need to be submitted by August 10th which is 85 days before the November 3rd general election
Further discussion included getting the ballot language written and confirmed with the District attorney; the duration of the tax to include in the language; the timing involved for either the general election or a special ballot and whether due to the recent community fire, which depleted our resources greatly, this is a good time to ask for support from the community for our infrastructure and which month public meetings should be held.
In other Old Business, the website hosting is still in progress; no update to report on filling the Board vacancy; June 2020 collections are ongoing. A status report comparing June 2020 collections with June 2019 collections will be ready for the August meeting.
Last in Old Business, was a discussion regarding the delinquent account being handled by the District’s attorney. An offer of “3 installments” to settle this account has been made.
A motion was made to reject the offer of 3 installments and to require full payment of all taxes, late fees, interest, accounting and legal fees; furthermore, directing our attorney, Ms. Betsy Griffing to continue with court proceedings if necessary. This was seconded. All voted in favor; none opposed.

The next regular meeting will be held on Tuesday, August 4th at 7:00 PM at the Gardiner Visitor Center. Director Gerdes moved to adjourn the meeting at 7:45 PM. Vice-Chair Dalling seconded the motion. No discussion was needed; all voted in favor; none opposed. Motion passed.
