Chair Parks called the meeting to order at 7:00 PM. All board members were present including the Administrative Manager. Randy Carpenter was in attendance to present to the Board on the Successful Gardiner project. No members of the public were in attendance.
Administrative Manager Bush presented the September meeting minutes. Director Dawson moved to approve the September minutes. Vice-Chair Dalling seconded the motion.
No discussion was needed; all voted in favor; none opposed. Motion passed.
Randy Carpenter presented the Board the final report summary from the Successful Gardiner project. His summary included the three project phases: learning, visionary and the action plan. The summary can be viewed in its entirety on the project website www.successfulgardiner.org.
Administrative Manager Bush presented the Recent Expenses statement for the month. Secretary/Treasurer Stone moved to approve the Recent Expense statement and outstanding bills for the month. Director Gerdes seconded the motion. No further discussion was needed; all voted in favor; none opposed. Motion passed.
In Old Business, Secretary/Treasurer Stone reported research into the MuniRevs program is continuing.
In New Business, Secretary/Treasurer Stone and Manager Bush explainedabout one of the district’s customer that discovered she was not remitting properly (confusion over when payment is made for a vacation rental). Her invoices were all corrected and resubmitted and it was discussed whether to waive late fees and interest as it seemed to be an honest mistake.
Vice-Chair Dalling moved to waive late fees and interest in this one instance, providing this account was paid in full by October 31, 2019. Director Gerdes seconded the motion. No further discussion was needed; all voted in favor; none opposed. Motion passed.
In other new business, Secretary/Treasurer Stone reported that VacationRentalsByOwner, VRBO, has changed how they collect taxes for rental sales. VRBO will automatically collect and remit state taxes (currently 7% and increasing to 8% 1/1/20) and the owner’s VRBO account setting can no longer be set to automatically collect the Resort Tax. This will most definitely cause much confusion next season and vacation rental owners may need some assistance figuring it all out. As the final new business, Director Gerdes updated the Board on ads placed regarding appropriation applications.

The next regular meeting will be held on Tuesday, November 12th at 7:00 PM at the Gardiner Visitor Center. Vice-Chair Dalling moved to adjourn the meeting at 8:18 PM. Director Dawson seconded the motion. No discussion was needed; all voted in favor; none opposed. Motion passed.
